There are a few “wind noise cutter” in the market but they are so expensive and look silly. We did over 50 tests and have choosed this one which worked bests and looked best. it works even better than the $30 items because the inside of this “red hat” is  the same as the “wind cutters”,”storm chaser” etc; The outer shell absorb more noise and it looked a running “Santa Claus”; The theory of reducing the noise is to disturb the energy of wind by the “long tail” which is same theory as airplane body. The below picture red material is now changed into "KEVLAR".  This picture was taken when I did the test.   When a block of material is under strong wind, the back side of the block has a “Vortex”, which is similar to vacuum and cause strong turbulence.
