Requirements for Subsequent Management of AQSIQ Registration Certificate of

Overseas Suppliers of Imported Scrap Raw Materials

In accordance with the stipulations of the Announcement No. 115, 2003 and

Announcement No. 48, 2004 of General Administration of Quality Supervision,

Inspection and Quarantine of the People`s Republic of China (hereinafter referred to

as AQSIQ), the evaluation on applications for registration of overseas enterprises

supplying imported scrap raw materials for 2004 has been completed and the result

has been released in Announcement No. 159, 2004 and Announcement 202, 2004.

Registration Certificate of Overseas Supplier of Imported Scrap Materials (hereinafter

referred to as Registration Certificate) has been sent by post to all approved and

registered suppliers. However, as some Registration Certificates became

undeliverable or were returned after being delivered due to unclear or error addresses

and the registration of some suppliers requires updating, the announcement is issued

as follows:

1. Suppliers that have not received the Registration Certificates should submit

relevant materials under the following circumstances:

1.1 Suppliers listed in the List of Unreachable Overseas Suppliers of Imported Scrap

Raw Materials (See Appendix) are required to provide detailed and accurate contact

information (which includes company name, address, contact person, telephone

number, fax number and/or email address, and applications with incomplete

information shall be regarded as invalid) in both English and Chinese by fax or email

within 50 days of issuance of this Announcement, and all materials should be duly

stamped and signed by legal representatives. AQSIQ shall, after verification, send the

Registration Certificates by post accordingly at the expenses of applicants.

1.2 Suppliers failing to receive the Registration Certificates by Jan. 31 are required to

send us the written materials before Apr. 1st (subject to the postmark date) containing

detailed and accurate contact information in both English and Chinese and contact

information provided in the original application materials. All these documents should

be duly stamped and signed by the legal representative.

2. Suppliers requesting for changes of registration should provide the following

materials under the following circumstances:

2.1 In case the Registration Certificate is inconsistent with the original application, the

supplier should submit a written application duly stamped and signed by the legal

representative indicating the required alteration and a copy of Registration Certificate

by fax. AQSIQ shall, after verification, make the alteration accordingly and reissue

the Registration Certificate after taking back the original certificate.

2.2 Suppliers requesting for change of registration information (including changes of

company name, address, legal representative and types of scrap raw materials) should

submit their written application for such changes of registration in accordance with

the Announcement No. 115, 2003 and Announcement No. 48, 2004.

---Suppliers requesting for changes of address and legal representative should submit

Application for Registration of Overseas Supplier of Imported Scrap Raw Materials

and commercial registration documents (copy). Information on new offices and

processing plants (like plan view) should be submitted for application for change of

address.

---Suppliers requesting for changes of company name and legal representative should

submit the application for renewed registration.

---Suppliers requesting for adding new items of scrap raw materials should submit the

Application for Registration of Overseas Suppliers of Imported Scrap Raw Materials

and related information on newly-added items (including source of supply and quality

control measures for environmental protection, relevant documents on type, quantity

and environmental quality of newly added items, information on quality control

management system, relevant technical personnel, check and acceptance system of

raw materials, measurement system, equipment calibration system, regulations on

control of substandard products, employee training program and relevant Chinese

standards on environmental control of imported scrap raw materials)
