This system is usally installed on top of a layer of insulation beneath a 50-70mm screed and the output can be varied when being installed accommodate your specific circumstances. 
If an output of 160W/m2 is choosed then any floor covering can be laid on top of the screed,making this a suitable system to install when final floor coverings have not been applied.
